The metamorphosis of a neglected seaside town

Of all places in the Slovenian Littoral, it is only Lucija that has not yet succeeded in creating its own identity. It is a seaside town, yet its residents have no direct access to the sea. It is a town, but one without a centre. It is a community, but is devoid of any programmes that would link and consolidate it.
The most outstanding attribute in this overall redesign of the area is the attractive park composition. A park with thousands of trees will link the activities and the buildings between the current bus station and the coast, thus evolving into a high-quality Mediterranean landscape.
The new town centre will develop around a square featuring shops, a marketplace and a fish and seafood retailer. The centre will also boast children’s playgrounds, a modern community health centre and a new library.
The new community health centre will offer the citizens access to a number of health services, which are currently spread across several locations, in a single place.
The new library will become the cultural centre of Lucija. It will also respond to the local community’s need for a gallery as well as a place to organise workshops, lectures and children’s events.
The spatial design of “New Lucija” is comprehensive, concentrating all of the envisaged programmes in a small number of compact limited-size facilities prudently located in the vast park area. The overall effect is a complete change in the town’s character, providing Lucija with a Mediterranean image and a structure giving precedence to the quality of life.
